צבא והפרטה |גיא ישראל זיידמן (כרך יז, צפוי להתפרסם ב-2014)

למן אמצע שנות השמונים מתנהל בישראל תהליך של הפרטה, ועד לשנים האחרונות התקיים תהליך זה ללא דיון ציבורי של ממש. במהלך מרבית התקופה התקיים תהליך הפרטה גם בצה"ל, וגם בו ללא דיון ציבורי של ממש. הדיון המוצע במאמר זה קושר בין תהליכי ההפרטה המתקיימים בצה"ל לבין התהליכים הרחבים יותר העוברים על כלל המשק הציבורי בישראל. הוא בוחן את שאלת מעמדו ותפקידו הלאומי של צה"ל כיום, במיוחד בהקשר של המשך התבססותם של מקורות כוח-האדם של הצבא על גיוס-חובה נרחב. המאמר מסביר כיצד, בעידן שבו החברה הישראלית מקדשת את האינדיווידואליזם ורוב מנהיגיה מאמצים מדיניות כלכלית ליברלית המקדמת הפרטה, צה"ל שומר על המודל האנכרוניסטי לכאורה של "צבא העם" (בניגוד ל"צבא מקצועי"), ומצב דברים זה זוכה בתמיכה ציבורית רחבה, ואינו צפוי, להערכתי, להשתנות במהרה.

המאמר מורכב משלוש חטיבות נרחבות. בראשונה עולות שאלות-המסגרת: מהי הפרטה? מתי ומדוע החל תהליך ההפרטה בישראל? מהן המגבלות המשפטיות החלות על תהליכי הפרטה? השנייה מתארת את התפקידים הלאומיים – שאינם צבאיים-מקצועיים – אשר הוטלו על צה"ל למן קום המדינה, ואת אלה שהוא ממלא עדיין גם כיום. השלישית מתארת את תהליכי ההפרטה שצה"ל עובר למן שנות השמונים ועד ימינו. סיכום המאמר מהווה "הערכת מצב" ביחס לתהליך ההפרטה בישראל בכלל ובצה"ל בפרט.

Since the 1980s Israel has been undergoing processes of privatization, with little, if any, public discourse on these processes until recently.  During much of this period, the Israeli Defense Forces (IDF) has also been undergoing a privatization process, similarly without much public debate. The extensive discussion offered in the present paper links the privatization processes taking place in the IDF with those taking place throughout the public sector in Israel. It examines the IDF's current national role, especially in light of the retention of a universal conscription mechanism. The article addresses the question of how it is possible that in an era when Israeli society cherishes individualism and most of its leaders support a liberal economic policy including privatization, the IDF retains the apparently anachronistic 'people's army' model (as opposed to a 'professional army' model), and why this state of affairs enjoys wide public support and is unlikely – in my opinion – to change in any foreseeable future.

The article comprises three extensive sections: the first examines the baseline questions: what is privatization? When and why did the Israeli privatization process begin? What are the legal limitations on privatization processes? The second examines the national roles, i.e., those functions which are not purely military with which the IDF has been entrusted since the establishment of the State of Israel and surveys such functions that are still carried out by the IDF to date; the third describes the privatization processes the IDF has undergone since the 1980s. The article concludes with an overall assessment of the privatization process both nationally and in the IDF.
